Brief specification description or basic overview of the project: Fully responsible for the safe operation of Yangsi Water Conservancy Hub, Bailianjing Pump Sluice, Zhangjiabang West Sluice, and Xiaohuangpu Pump Sluice, timely executing the operation schedu ling instructions of the district water gate center, responsible for the daily operation, inspection, maintenance, and environmental cleaning of water (pump) gate facilities and equipment.            

合同履约期限：水（泵）闸综合养护期限三年，合同一年一签。首年合同自2026年1月1日起至2026年12月31日止        

The Contract Period: The comprehensive maintenance period for water (pump) gates is three years, and the contract is signed once a year. The first year contract is from January 1, 2026 to December 31, 2026

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目执行政府采购有关支持中小微企业、政府强制采购节能产品、鼓励环保产品、促进残疾人就业、支持监狱和戒毒企业、服务不发达地区和少数民族地区以及限制采购进口产品等相关政策规定。        

(b)Qualification requirements to be met to implement government procurement policies: This project implements policies and regulations related to government procurement to support small and medium-sized enterprises, mandatory procurement of energy-saving products, encouragement of environmentally friendly products, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, services for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products.        

(c)本项目的特定资格要求：（1）供应商未被列入“信用中国”网站(******)失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”(******)政府采购严重违法失信行为记录名单的供应商。
（2）供应商须具有水利水电施工总承包叁级以上（含叁级），项目负责人应具备水利类中级及以上专业技术职称或水利水电工程二级注册建造师以上资格证书。

(c)Specific qualification requirements for this program: (1) Suppliers who have not been included in the list of dishonest persons subject to enforcement on the "Credit China" website (****** gov.cn), the list of parties involved in major tax violations, and the list of serious illegal and dishonest behavior records in government procurement on the "China Government Procurement Network" (****** gov.cn). (2) Suppliers must have a general contracting qualification of Level 3 or above (including Level 3) for water conservancy and hydropower construction, and the project leader should have a professional technical title of intermediate or above in water conservancy or a qualification certificate of Level 2 registered constructor or above for water conservancy and hydropower engineering. (3) This project is aimed at small and medium-sized enterprises (including medium, small, and micro enterprises, the same below) for procurement. (4) Accepting consortium bidding: □ Yes ■ No.
